Mr. President, Distinguished Delegates, Ladies and Gentlemen:
¡@At all the time, it has been always a great pleasure to speak before NOCs' gathering - a fraternity dedicated to the furthering development and safeguarding of the Olympic movement and sport. However, on this occasion, I am overwhelmed at this rostrum in no small measure with mixed feelings - a feeling of pride in being a faithful member in the Olympic family; another feeling of embarrassment caused by the so-called "China issue" that has haunted our venue and done much harm rather than good to the Olympic movement in general and to the athletes of the Republic of China in particular.
¡@Over decades in the past, Peking submitted its application with a demand of IOC's expulsion of the Republic of China NOC, - distorted pictures were presented and logic was chopped. It had been a much time-and-effort-consuming task on IOC's meeting agenda and no solution had been found until the 81st Session at Montevideo - a showdown stage of the Olympic spirit. Many thanks to the members of the Session. In adopting a solution, perhaps many distinguished representatives had joined in or witnessed the ROC delegates' several-day endeavors in safeguarding the true spirit of the IOC fundamental principles.
¡@The resolution adopted thereat in handling the "China problem" manifests the IOC charter moral qualities. It also speaks of the mind of the world's silent majority. It should serve as the supreme principle in setting down the dust in this area in case any further arguments arise. Within this framework we may find out Olympic solutions.
¡@It is very deplorable to find that this meeting still being ill disposed at least partially. A malice that used to haunt IOC meetings in the past is now recurring among us here. Why? Do you want to kick the Republic of China NOC out? For what? - because of its being small in size, weak...........?
¡@In terms of territories, the Republic of China seems to be small in size. But in areas under her effective control, she has
a population of over 17 million, which is more than that of 101 NOCs' out of this 134-affiliated NOCs' Organization. Her two-way trade ranked 16th presently in the world. The people's living standard is second only to the Japanese in Asia. More importantly, the cultural life of the ROC's people is super-worthy of the noted Chinese heritage. A country where natural resources are so limited yet has been sparing no efforts in making its headway fast toward being a developed one, despite a series of diplomatic setbacks. These ironclad facts in all conscience should not be ignored. They are more than enough to be a country by every standard.
¡@Presently, the PROC appears to have changed its rhetoric by claiming its jurisdiction over Taiwan even taking steps to incorporate the ROC's athletes into their team........
¡@Theoretically, Taiwan is a part of China. The people in this area are Chinese. But in all realities, Taiwan is NOT a part of the PROC. The people in the ROC are living a life entirely different from the PROC's. For this, please allow me to call your attention to the findings - IOC fact finding mission on 2 Chinas, which reads in part:
¡@"Our general conclusion is that it is patently obvious that it is quite impracticable to administer sport on the China Mainland and on the island of Taiwan from Peking for the following reasons:
(1)The geographical separation(2)The completely different way of life in each area.
(3)The completely different standards of living and values.(4)The completely different systems, i.e., the state-sponsored and state-controlled sportsman as
opposed to the part-time sportsman within voluntary organizations.
(5)The resolute determination of the sportsmen and sports-women of Taiwan, which was frequently
expressed to us, not to go to the mainland to participate in sports, notwithstanding any assurances
which might be given to them that they would be allowed to return to Taiwan."¡@In point of fact, if the PROC's application is genuine for sport, invite them to join us in the Olympic Games according to the Rules. Never tamper with our IOC's Rules in order to let them in. Logically horses should be placed before carts, not carts before horses. Should we be taken to their terms to side with its political choir, then conscience-stricken, we are submitting ourselves to the political intervention against the IOC Rules. We are too much overreaching ourselves.
¡@Participating in this assembly are NOC's leadership from countries throughout the world. This respected world's sport leadership is in yourselves, the elite, very accomplished in every field of your undertakings. Ladies and Gentlemen, it is you who endorse the IOC Rules by joining in the Olympic movement with lofty goal to seek:
¡@-to promote physical and moral qualities which are the basis of sports;
¡@-to educate young people through sport in a spirit of better understanding between each other and of friendship, hereby helping to build a better and more peaceful world..
¡@You have dedicated yourselves to achieving these aims in a super manner across any human barriers that race, religion or politics might have otherwise created.
¡@Dear Representatives, Ladies and Gentlemen,
¡@Politics together with politicians, just like the water under the bridge, comes and goes. But the Olympic Spirit is immortal as the polestar shining forever. Pragmatism or expediency should have no place in the Olympic movement.
¡@While in making a crucial decision, it always takes a man of courage and vision to adopt a course of harder right instead of the easier wrong. Thanks to the IOC 81st Session's Resolution which has already opened up a vista for us. With your sound knowledge of the IOC fundamental principles in Articles 1 and 3, especially the provision in Article 24 on NOCs, in the IOC Charter, you will have no difficulties to disassociate yourselves from politics or "to resist all pressures of any kind whatsoever."
¡@Before concluding my humble remarks, may I offer each and every one of you a cordial invitation to visit the Republic of China or to compare notes with us at any time so as to help you arrive at a proper decision.
