¡@With a deep sense of grief and pain, I come to bid you the last farewell.
¡@You were one of the very few large investors who came to Vietnam at the very early stage. At that time, our legal system was just starting to develop, the legal infrastructure was inadequate, vague, inconsistent and subject to frequent changes. We were not familiar with the market mechanism and found it difficult to reach consensus with investors. Under this unfavorable investment environment, investors were exposed to a lot of pressures and many risks. Investors had to bear these pressures and suffer the consequences.
¡@You were a venerable pioneer who broke new grounds even in the most adverse conditions. You were a person of visions, a person with aspiration and forbearance, a person with determination. You were bold and brave to take on all risks in order to succeed in your projects in Vietnam.
¡@The Tan Thuan Export Processing Zone has been rated as the most successful export processing zone in Southeast Asia. The Hiep Phuoc Power Plant was constructed when Ho Chi Minh City was experiencing serious power shortage. Currently, Hiep Phuoc Power Plant is a significant provider to power demands of Ho Chi Minh City. The Nguyen Van Linh Parkway is a boulevard filled with promises of prosperity. The Phu My Hung Saigon South Urban Development Project, grows with each passing day. It is becoming Vietnam's most modern new city. No instruments could measure the amount of effort you have devoted to Vietnam over the past 15 years.
¡@We cherish and treasure the contributions you have made to Vietnam. Your footprints are embedded in all the infrastructure and development projects you have undertaken. Because of your projects, over tens of thousands of local people have gained employment opportunities and have improved their living standard. They are just ordinary people and do not know you. However, they do know one thing, you are the one who kept them fed everyday. Privately, they express their gratitude and feel sad deeply about your sudden departure.
¡@You and I have countless memories of our times together. I know you were a sincere and circumspect investor. We have worked together for the socio-economic development of Vietnam, not and certainly not just for the sake of money. Whoever said or suggested that you used money to bribe us was a fabricated lie, an evil and despicable slander. Heaven and Earth will bear my witness as I speak these words. It is my firm belief that the false mask will soon be uncovered, that truth will soon see daylight.
¡@You knew that as a member of the Communist Party, I need to listen and appreciate the mindset of the investors. We, like brothers, can talk openly without restrain. I treasure that you see fit to share with me your pain, sorrow, happiness and even your anger. As all of us know, there are times when our hands are tied by social norms and constrains that it is extremely difficult to do as we wish. Sometimes, it is unavoidable that we must keep our heartaches and frustrations to ourselves.
¡@In the deepest recesses of my mind, I cannot believe and certainly not willing to accept that after so many years of sharing comradeship, you have suddenly left us. However, this is the cruel fact. Your spirit continues to linger in my mind. I can feel that you are still nearby, keeping a close watch over us.
¡@You have not had enough time to witness the undeveloped land blossom. In the eternal world, you can be assured that your loyal troops will continue to carry on with your unfinished work and turn your dreams into reality. There is no doubt that Saigon South will be like a string of precious pearls, shining on the Southern sky.
¡@From Vietnam, I bring with me the deepest sympathy of our central and local government, also from the current and former leadership and those who have known you. They want to share in the grief and sorrow of your family.
¡@I offer my deep condolences to Mrs. Ting and your children for the loss of their loved one.
¡@Now I bid you the last farewell; but you will live in Saigon South forever.
¡@I pray that you find eternal bliss in the company of the Lord.
